Producing and storing a vast quantity of Artillery shells and rockets will always be a problem because of chemical degradation of explosives and propellants. but the rest should be able to be stored indefinitely under proper conditions leaving the final process to be expanded when required. Probably more realistic than securing and maintaining very large ready to use stock piles.
Will they realise the amount of missiles needed for the supposed number of HIMARS they want is more than a decade of US production next?
