This seems like the sort of thing you should do carefully and methodically, to be honest.
EU should cooperate on stuff like this so they can be build in western Europe, far from any possible future frontlines. Obviously a factory in Finland is better than no factory, but if war breaks out a factory like this will be among Russia’s first targets.
Just turn our entire north east into a giant TNT farm and test that shit in Rovajärvi. Not like the place has anything else going for it anymore anyway. Just leave Santaland alone.
