  20. 1) People surprised, shocked and outraged when two opposing factions fail time and time again to reach a peace agreement end up not having peace between them

    2) People surprised, shocked and outraged that when attempts to reach a ceasefire deal between two factions at war with one another results in that war continuing instead of ending or pausing
