It is an on-demand traffic sign that is made out of triangular rods, and depending the way they are turned is either blank, as here, or shows the traffic sign.

we do have something similar close to where I live. There, it is a police sign which can be opened, then instead of blank white showing that there is a police checkpoint ahead. They establish a checkpoint a bit after this sign, the traffic is slowed down with a speed limit of 60 km/h and ordered to occupy only the right lane, and then there is police stand at the side and gesturing those that they want to check off the highway.
Could be another sign in your picture, but certainly it is a sign that can be remotely activated and then doesn’t show blank any more. May be a warning of fog or whatever.
