    They have been part of a Swedish empire, a Russian one and parts were ceded to Stalin's Soviet mini empire after the original attack by the Soviets in the 'Winter War' of 1939/40 was effectively lost by the Red Army. There was a 'Continuation War' after the Nazis invaded the USSR in which Finnish soldiers fought alongside selected German regiments in self protection and because the Finnish parliament did not wish to ally with the Nazis they ceded three strategic small areas to the Soviets. Finland also opposed Nazi forces in the overlooked 'Lapland War' (1944-45), which was perceived as compromising Finland's claims to sovereignty but comprised mainly of driving German troops into Norway and ending occasional German/Finnish cooperation against the Soviets in the high north. In practical terms this 'war' was occasioned by soldiers in summer equipment being erratically send to Lapland by the collapsing German high command and some of the rank and file more or less mutinied to get to German occupation forces in Norway. Thus the Finns were shooting at some Germans and giving appropriate clothing and supplies to others with a successful operation on the ground but anger from the Soviets and the British because the latter had promised to liberate Norway after the 1940 UK expeditionary forces were forced to retreat by heavy bombing of ships and Nazi speed in occupying Norway. The Soviets levied 'reparations' in the form of useless land and the UK did not officially name Finland as a 'non-enemy' state until 1948.
    Finland is unique and full of oddities in so many ways but, put simply, it never accepted being part of former rulers' spheres after Sweden declared neutrality and the Lenin recognition of Finland in the 1920s was not repealed by Stalin. The latter preferred to avoid reference to the Finns beating the Red Army in the Winter War.
    After recessions and having to start again as a nation the Finns worked very hard, received some Marshall Plan aid circuitously and also funds from Stalin's USSR where interests converged. Finland's population of barely 3 million people in 1950 was small enough to move as a single body but big enough and skilled enough to balance domestic agriculture with light then heavier industry with a 'Nordic Model' welfare state, better use of its many islands with the Swedes and the industries it created in the high north as well as shipbuilding further south required laborers and these were principally Russian non-residential.
    This helps to explain why the Russo-Finnish border was only marked and not fortified. A big problem with excluding Russians after joining NATO was that staff numbers were affected in places of work, especially affecting chemical factories, minerals mining and materials fabrication. Languages spoken in these places include Finnish and Russian but also Lapp dialects and actual sub-languages of Finno-Ugric classification spoken nowhere else.
    Occasionally, Russia and Finland swap duties to deal with 'the Karelias problem', which is very complicated in the large formerly Finnish Karelia region but is not a simple matter of politics and borders as ordinary western people would understand so much as cultural layers and in human terms to very few people and thus cannot be just about votes.
    I often think that Oriental minds have better understanding of these things and it is no coincidence that the peoples who settled Finland and Hungary in the early Bronze Age came from between the Ganges and Indus regions of the northern sub-continent.
