Vilks as a verb can have either meaning of “to drag somewhere” or “to wear something”. nevilks thus = not gonna drag somewhere or not gonna wear it. and nekur = nowhere
It’s from an old boomer anecdote about some chicken that encounter a wolf and start panicking and shouting “Wolf, wolf!” And wolf responds that he’s not going to drag them anywhere, he will eat them where they are. The word “vilks” has two meanings in latvian. Wolf and will drag/pull. If you add “ne” in front of a word, it means the opposite, in this case he will not drag the chicken anywhere. The thing in your picture is just a line of the actual wordplay from that anecdote. Somebody was fun at parties while making this thing.
