24. I think this is Putin moving his allies into more favourable positions where the blame for failure can now be directed to scapegoats.

    His so called allies may be signalling to him, that if they go down they take him down with them.

    Putin doesn’t wield power in a vacuum. He welds power by pitting what each of his allies bring to the table against his other allies. Sometimes that military and security power. And sometimes that’s finance and resources.

    It’s possible right now that the allies responsible for his personal safety and security are demanding more protection from the inevitable fall out of a failed war campaign.
