
Saarbrücken has a drug problem. Up these stairs, there's a high school and a dorm that at least 300 students live in. There's also a bus station and businesses 30 seconds far from this place.
It's very concerning to see a person doing drugs in a public area, and it's very risky for kids to be exposed to that on the way to school.
I saw the person consuming this on my way home, and I didn't know what to do.
What would be your reaction seeing this in person?

Every city has a drug problem. It‘s not Saarbrücken-exclusive. The thing is that, based on your description, you live quite close to Drogenhilfezentrum. A place helping people that are addicted, with social workers, therapists, meals, clean needles and so on. Everyone in the municipality is well aware of the challenges that come with offering this place so close to city centre. There are arguments being made in favor and against the centre since it has been established (iirc something between 20 & 30 years ago).
You can probably inform Ordnungsamt and tell them that there are needles lying around so that they show a bit more presence.
