  2. [The Belt-Road Initiative](https://en.wikipedia.org/wiki/Belt_and_Road_Initiative#Membership) has been one way to lay the groundwork for a potential Chinese-backed schism in Europe with several EU members signing a MOU.

    Nowadays, it looks the Chinese are trying an overtly bilateral approach with Xi’s latest meetings in Hungary, Serbia and France, and Scholz’s government signing off last year on a Chinese shipping company getting a minority stake in the port of Hamburg.
