For how long do you have that phone number, odds are it belonged to someone who owes that money.

Or call +371 67783131 number to get more info about what caused this. If no info is given then probably it’s scam.
Maybe the amount was less, around 40eur, but the debt collectors added their expenses.
Classic message from debt collection company. If you just got this number and plan to keep it, you can reach out to them and explain the situation, they will understand. Otherwise you will get spammed.
Do not pay them until they give more details about “your” debt.
I had similar situation. I had 1 euro debt from parking i never heard of. (It wasnt even debt, i entered parking, let passenger out and left.) In the end i called them and they said they have added the costs of getting money and i had to pay 9 euros.
