I suspect this is an ambassador going to present his credentials to the king- they go by carriage in this way and I don’t think this looks like just a rehearsal for anything as there are too many police vehicles

Could it be accreditation to the Court of St.James by a member of the ambassadorial corps? Presentation of credentials of foreign representatives. I think that may be the carriage ride part.
