That’s just going to be a temporary repair, the concrete lid most likely has a crack, the yellow panel is a temp cover, and the tarmac is to stop it moving about until a cover can be fitted.

This is normal. Basically, when they work, the yellow things go down to let people walk past, but then when they leave for the day (or weekend) they need securing until they get back.
