There is no politics here, the quotas are set on the basis of recommendations by Norwegian and Russian scientists, who give them based on population studies of each species. Every year there is a joint research programme, and this year there has been a decline in almost all species except capelin. As a result, for the first time since 2018, quotas were opened for capelin, while quotas for other fish species were reduced. The quotas are further divided between Norway, Russia and third countries, e.g. landlocked Belarus has been catching cod, sprat and herring on the basis of these quotas for the fifth year
