have not uh encouraged or enabled strikes uh outside of Ukraine uh but ultimately Ukraine has to make decisions for itself about how it’s going to conduct this war a war is conducting in defense of its freedom of its sovereignty of its territorial Integrity as the West watches closely Russian President Vladimir Putin heads to Beijing the visit will put China and Russia’s No Limits friendship to International Studies is joining us live from Washington DC welcome to weon Matthew so it seems that the war is getting more complicated my question to you is do you think it is considering the fact that Russia has warned against using long range missiles and the US says that it’s up to Ukraine to decide how to use American weapons yes thanks for having me well I think doesn’t really change the the equation uh on the US side there might be an inflection in the in the language but there is no official uh change of the of the position in the sense that there is no encouragement to Target uh Russia infrastructure in Russia uh with the new uh long range strike missiles that are being delivered to to Ukraine so there have been uh strikes on Crimea which is a disputed territory but it’s not recognized as internationally as part of uh of Russia Russia might consider that it’s part of its territory and that’s why uh it uh it alluded to retaliation but I think it doesn’t really change uh the equation in in that regard uh France and UK have been more uh open to using the weapons they provide to Target infrastructure uh within Russia and that has elicited some Stark reactions from Moscow when it comes to to Moscow it is not again very new the fact that they are warning of retaliation for uh for strikes uh against uh against Russia there has been nuclear saur rattling from really the beginning of this of this conflict and Russia knows that it resonates in some some capitals that are wary of uh uh of escalation but in other capitals the fact that there has been these threats since the beginning since at every stage of escalation since the beginning of the conflict um there is this this feeling that in fact Russia knows that it’s not in its interest to start a broader conflict with the with NATO hence there can be uh um they can beef up their support to Ukrainian armed forces and how do you see Russian President Vladimir Putin’s visit to Beijing it’s at a critical time apparently Russia now has the upper hand in its war against Ukraine and this visit is happening also with a backdrop of the United States continuously warning China not to help Russia right I think we shouldn’t interpret too much the timing this is this was a longtime plan visit put in Vladimir Putin is paying back the visit that xiin ping made to to Moscow so I think there’s definitely a strategic Dimension to this to this visit and the two countries will certainly reaffirm their without so-called without limit Partnerships but I think and uh recent declarations by Vladimir Putin hint to that that they will try to show the world especially the so-called Global s that they are responsible uh players um so uh Vladimir Putin said that he wants to show that he’s ready to negotiate with with Ukraine and on the other hand xining was in Europe recently he made clear that he has no intention that he’s to provide weapons I mean to be directly military engage in the in this conflict um so of course we know that there is uh heavy support from from China from non directly military equipment so-called dual use uh equipments that are critical for Russia to to continue its War so that that is why there is strong pressure not from the US but in fact that was reiterated uh in Europe when when shiin ping visited Paris and clear message was were sent also by Russia is not using Chinese made weapons, Ukraine uses western made weaponry against Russia. And not Ukrainian made military hardware with some parts delivered from the West, but 100% western made weapons that give a huge perspective in eluding any diplomatic settlement even as a precarious possibility, thus fueling this local war of the beginning of the 21 Century to a western desired non-ending point. Till the history will show that in some cases what some were saying, was rubbish things. Such as the notion of "Ukraine`s internationally recognized borders" which was a past notion since the 2014 Coup d`Etat from Kyiv (which by the way will be recognized as such, correctly) and, was foreseeable even since 2008 when the NATO Summit took place
