Where is this moving elevator ? Never see one myself

I live in Germany but i have only seen normal elevators, sometimes the older style with double doors, but never see this one where you can just hop on and off of it.n
ETA: Most of them aren’t open to the public, mostly because of idiots like the person in the video who chose to ignore the signs on them.
These are called paternoster and it is not allowed to build new ones because they are quite dangerous. And I think keeping up old ones is also not that easy from a legal perspective. The wikipedia article gives more detailed information on this.
It’s a paternoster, and they are rare because of health and safety concerns. But also because idiots ignore the signs telling them not to try to take luggage on a paternoster. Those that still exist are mostly curiosities.
They used to be common not just in Germany, but in lots of other countries as well. There’s at least one in Prague, in the city hall, which was featured on the “Honest Guide” YouTube channel (excellent channel, by the way), but apparently so many tourists have been riding in it that [the city council has closed it down](https://www.youtube.com/watch?v=mrVlbTS26hg).
One Can be found (and used!) in the „technisches Rathaus“ in Oberhausen.
