What is this bee fly thing? Spotted in a park in London yesterday.

I found this little guy on a footpath yesterday, it didn't seem to be able to fly very well so I popped it outta the way on a nearby tree. It looked like some type of fly, but also kinda fluffy like a bee; does anyone know what it is?
