These specific portals are used only for the truck toll per kilometer. They are also managed by a private company (Viastar I thought they were called) so they cannot be used for anything else. Also they are way too expensive, as they also contain a detector for the on board unit and some other hardware that is not needed on speed cameras.
This company also has mobile cameras that they can temporarily place on locations that do not have fixed checkpoints.
‘Trajectcontrole’-cameras are much simpler, as they only need to read the plate. Sometimes they’re also on portals over the road, but they can be on a post next to the road as well.
