Make transfer to indicated bank account number. Include fine number in title.
You got this traffic ticket for ignoring B-1 sign (white circle with red border) that forbids you using road in either direction. You can pay it in local post office using second (red) piece of paper or you can send it via bank transfer if your bank supports it
