Military irrational decisions like not using them is perceived as weakness. The result is escalation. It’s the logic of a Russian fascist regime that decides what the interpretation is. Jake Sullivan and the likes can’t transfer realpolitik logic from other state and conflicts regarding politics here. You are bound to the internal logic of Russia. And this is perceived as another sign of the weak and indecisive west, and the result is more war. More escalation.
