It’s not uncommon that you aren’t actually allowed to throw cigarettes into the trash because you can literally set the trashcan on fire.
A lot of smokers have this weird idea that cigarette butts aren’t litter.

The problem is there is no penalty for this behavior. In fact people pretty much do what ever they want and never face any consequences. Rule breakers should face much stiffer penalties, especially the ass clowns that drop trash all over the common areas.
