Since I bank with Sparkasse does this mean I do not need to file an FBAR? Not sure if every bank requires this but when opening my account they did require my SSN for reporting purposes they said.

If you meet the reporting standard for FBAR you have to file it in respect of your foreign financial accounts. The part you’ve underlined refers to financial accounts owned by a government. Presumably that is not you.
