You missed the deadline by a few days. As it says just above the start date selection

This is not a legal/product limitation, just a logistical/technical limitation on the side of BVG. You can try to buy the D-Ticket from another seller who has a different shop backend that can handle/is willing to handle last-week orders.
PS. My speculation is that a lot of the backend actions for starting new memberships at BVG is manual, so they set a cut-off date near the end of the month to make sure that humans will be available to carry out the tasks needed. And you need to buy enough time to account for sudden sick leaves and other mass absences of personnel.
I use the hvv switch app (from the Hamburger Hochbahn) for the D-Ticket. Very easy to use, and you can start (and stop) the subscription at anytime, unlike the BVG/DB app. They even accept PayPal as payment processor for those without an IBAN.

Have a look here too, OP. Keep the cancelation deadline in mind if you not intend to use if permanently.
