If ever there will be someone wanting to seize your property one way or another, they will have to send you notifications in paper form, usually in a fancy formal yellow envelope. So no, this is very certainly scam.
They want you to get scared, contact them, and then will talk you into making payments to stop some scammy court case that isn’t a thing.
No German authority will send you a SMS like that. Block them and delete it. Anything official will come by physical mail in this country.

Adding to the other answers: A proper record number/reference of German justice won’t look like that. The format is “Number Letters Number/Number”, for example 17 O 38/24. The letter(s) mean the type of department (for example which type of court), the number before is a counter for them, after the letters is a running number for the year and the actual year (the example would be the 38th case of 2024). There is also no such thing as a “Pfändungsgericht”. Such cases are handled by the Amtsgericht.

You will never get stuff like that per text, you will always get physical mail when it’s legitimate.
It’s a scam. Plain and simple. Don’t call the number provided. Do not text back. Block the number you recieved this from.
