Yugoslavia wasn’t very fond of metros, apparently.
In the eighties there was a plan to build metro in Riga, but it received for USSR uncharacteristically severe backlash. It was believed that building of metro was just another pretext for bringing in even more colonists from other Soviet states. Though obviously the final nail in the coffin was the fall of USSR.
