Hi I will fly from Hong Kong to Brussels via Frankfurt.
I plan to buy a iPad in Hong Kong. I weather if the customs will stop me and ask for tax/duties.
Im non-EEU citizen and I’m a student holding a type a residence permit issued by Belgium. I learnt that student have duty relief according to this English version. I want to make sure that iPad is part of educational equipment, some sort of computers. But I’m not sure I get the part :
Only pupils and students who do not normally reside in the Community, and who are studying abroad for a year or a semester enter the Community.
Am I eligible for this circumstance? Thank you in advance!

According to the link you provided you have to declare it at customs if it is more expensive than 430 euros otherwise you are committing a crime.
In doubt, you always can go through the red gate, explain your situation to the customs agents and figure out with them if you have to pay taxes or not.
