One U.S. weapon used by aircraft, the GBU-39 small-diameter bomb, has proved resilient to jamming, according to the confidential documents. Nearly 90 percent of dropped bombs struck their target, the assessment found.

Many weapons are potent when they’re introduced, but they lose effectiveness over time.

This war is a constant cat and mouse game of innovation. Russian jamming abilities are currently strong, but can be beaten with technological advances.
