From a Spanish perspective one of the challenges is the easy money that comes from Tourism. So, there is no pressure to move to high productivity industries. That does not means that technology is not growing. It just means that it grows slowly that it could.
Does it make sense to use European money to create new industries, or to repair the damage of CoVid on tourism? That is not an easy question to answer. And it is not easy to move people from tourism jobs towards high-qualification jobs.
Other European countries does not have this challenge, as their tourism potential is smaller as their weather and climate does not allow for the same tourism offering.
