This is by the aviation museum airport that went out of service in 1995. It might still be used as a helicopter landing area but Im not sure https://en.m.wikipedia.org/wiki/Aviation_Technical_Museum_(Luhansk)
Not to be confused with Luhansk Airport which is further south. Thats where those Russian Ka-52s were hit last year by atacms. Russia destroyed that airport in 2014
