1. Seems like he’s just mad. He can’t change the rules. Martial law is a thing as long as it’s in place, he is still president. He can’t just go around changing the rules. Specially, if he’s the one invading the country. He’s just trying to get somebody in office that he can control so he can take over the land and have another puppet.
