This picture is a partial completion of the fence, it reaches all the way down. So we installed a fence on our side of the property and our neighbor with the large bushes sent a complaint to the city so an inspector came by. They told us that the fence itself has to have airflow. I am confused as to how they measure this considering our neighbor has 4 meter bushes all around their yard. Also how does a fencing company not do their due diligence on informing us about this. It doesn't seem like common knowledge, is it.

Did they give you any paperwork etc. that might refer to specific local regulations etc?
Inspector was from PINB? If yes, they gave you their decision on paper with quoted legal basis for it.
How high is this contruction?
Maybe it’s a higher fence than a humans’ fence
