  23. A good part of the North Korean population is in hunger and absolute misery, and the North Korean dictatorship spends resources on this and a good part of its public treasury on a nuclear arsenal.

    (With this kind of neighbor, it is understandable why a growing percentage of South Koreans are flirting with the idea of becoming a nuclear power).
