Russia is russia. But the treaty was also sign by UK and USA. They all came together to guarantee the integrity of Ukraine. So, the second russia put a soldier in Ukraine, UK and USA were forced by the treaty to step in and push the intruder away. So not only russia does not keep its side of the bargain, but also UK ans USA as well.

Bill Clinton made several deals with the Russians. One was that the US AND RUSSIA agreed to defend UKRAINE against NUCLEAR attack. Such a deal with the devil. And UKRAINE also agreed to give up their strategic bombers. This was part of BILL Clinton’s agreement to cut up about a dozen fully capable Nuclear Subs, if Russia agreed to cut up a similar number of their old and inoperable nuclear submarines. These were NOT good deals.
So, “never” means “less than 20 years” for Russia. Good to know.
Something like “temporarily (assigned)” means “between 10 and 20+ years” (like we saw in Afghanistan and Czechoslovakia)
