I think that was smart play at the beginning. Ukraine needed weapons to fight in Ukrainian soil. Bombing nearby Russian cities would have limited strategic vallue at best. Russia is not going to fold if some shitty border town gets destroyed. And if western weapons killed Russian children those pictures would be spammed all over media.
What is Sauron gonna do? Invade?
