
I see things only go into effect in August 2025, but the news article isn't being clear. Students not from the EU or EEA need to pay tuition fees, so realistically what changes? Do family members of Finns without PRship or people with blue card visas have to pay tuition fee now?
Does this change the scholarship (40-50% reduction) in school fees?

Tuition fees probably will be higher if they are to cover the “full cost of tuition”. Also you already pay for the application process.
1. Finnish education is hyping all over the world. This is a simple fact that every international I know can confirm from their country. Regardless of university, ratings, programs, etc. When I travel, and people ask where I am from, my only reaction is: “Oh, cold weather and best education.”
2. The client (student) is paying regardless of the situation. Today, people can pay, and tomorrow – other people will pay.
3. Some people overuse education as immigration for the low-paid jobs migration, which is incorrect. The plank will be higher.
4. Application fees will reduce or remove so-called shotgun applications when people apply for thousands of universities worldwide. Not all of these applications have all the needed documents, but thousands of useless applications must be reviewed.
5. The current tuition fee does not cover actual expenses. People who randomly apply come to Finland because they want to go anywhere to escape their country and will not even be financially positive for the system if they leave the place.
6. Compared to many universities worldwide, Finland is pretty cheap.
