Fourth, bunker building projects that can be dual purpose for peacetime activities, like they have in Finland.
These 4 things, watch the Nuke threat go away. What are EU politicians actually doing though? If we start today we could be there in 5 yrs (realy it can, lose the bureaucracy and things can happen realy fast). But knowing our system it will be more like 50 years. There’s a reason these explicit nuclear threats targeting a specific EU and NATO country are broadcast on russian TV, but never issued by the kremlin.
