It really should be noted though that the modern state of Lower Saxony does not precisely cover the settlement area of the historical Saxons from Charlemagne´s time.
East Frisia was not part of the territoty, but most parts of Holstein and a good chunk of Westphalia (pretty much all the area down to the Ruhr) were.
