Depending on certain specs, a car might get a green, yellow or red sticker or none at all. It’s based on emission values. Regional authorities may instate an “Umweltzone” (usually only in bigger cities), and decide which color stickers are allowed inside. If you enter without the sticker (even if your car would be eligible to a sticker color that is allowed), it’s an administrative offence.
By the number plate on the sticker I can tell you the car was registered in WT (Waldshut) in southwest Germany near the Swiss border, despite the sticker being issued by Euskirchen near Cologne, about 500 km north.
