It’s for indoor use in the hotel you’re staying. Some hotels in Norway have old and valuable floors. Usually getting a fine if not wearing it so you should take a couple and put it on fast.

Apparently, the culture there is to always remove footwear when going inside, even in public buildings.
Based on the picture those shoes are in connection with a local Sport 1 (a sport store) event.
