  4. In russia’s own official report on the sinking of the **MOSKVA**, it was stated that a major contributing factor to the loss was the fact stuff like firefighting apparatus was locked away to prevent it being stolen.

    This has always been a serious problem in the Soviet/russian military: equipment is often stolen and then sold for cash or traded for vodka.

    Thus the russian dilemma: Learn our lesson and not lock away firefighting gear so it can be used to fight fires; or keep it locked up, because the second the locker door is opened all that gear is *gone*, baby.
