   Have Russia spend years moving supplies, etc…, near the border, because they feel safe there–and they were. With the logistic issues Russia has had since the beginning of the war, keeping the stockpiles close made sense.

   Then, permission was given to use those weapons on nearby Russian soil, and there’s no way that Russia can move all of those supplies quickly–again, there is a lack of trucks and logistics suffer.
