Hi everyone, sorry for the unusual post, I don't know if it will be removed. A few months ago I spotted this car with Norwegian plates in Turin, Italy, which is nothing too out of the ordinary (plenty of tourists travelling by car). The car new seems completely abandoned and it hasn't moved in the last 8-10 months, what I noticed recently is that the plates have been tampered with to look like an Italian plate from the distance (the N was oddly covered with tape) and the car has now a smashed window.
It's parked in a non-residental area to the Police it's very unlikely to do any check unless it's set on fire or completely destroyed. The car looks well kept and it even has an expensive roofbox (I'm surprised it's not been stolen yet).
Do Norwegians have a way of checking if the vehicle was stolen or reported for anything shady? It's not really a problem but it's really odd. I know there are some websites to check license plates but are only available with a Norway ID.
Here are recent photos of the car with the plate visible: https://imgur.com/a/Ojzglr6

Edit: who according to his LinkedIn, is studying in Torino
I sent a message to the police. Will probably get an answer tomorrow if it’s stolen.
