What can the Ukraine Peace Summit achieve without Russia? | DW News

leaders and diplomats from about a 100 countries are meeting in Switzerland for day two of a conference trying to map out a path to ending the war in Ukraine Russia is not at the summit and neither is its largest backer China despite the prominent no-shows Ukraine’s President Vladimir zalinski said he hopes the world would work towards a just peace representatives from over 90 countries gathered to try and Forge a peace plan for Ukraine notably AB is Russian President Vladimir Putin who was not invited the decision to exclude a Waring party was met with criticism from some countries including skepticism from a close Ally Ukraine’s second largest donor Germany Chancellor Olaf Schultz said negotiation was crucial but stressed that it was Russia that chose war no country wants peace more than Ukraine but let us be honest peace is more than the absence of War it is true peace in Ukraine cannot be achieved without involving Russia but let us not forget that as we speak Russia continues to relentlessly wage its brutal War sansy defended the decision to exclude Russia and said Moscow would be informed when the time was right there is no Russia here why because if Russia was interested interested in peace there would be no war we must decide together what a just peace means for the world and how it can be achieved in a truly lasting way salinski was hoping US President Joe Biden would attend instead vice president Camala Harris jointed leaders pledging unwavering support for Ukraine and shooting down a so-called peace proposal made by Putin on the eve of the Summit he claimed Russia would end the war if Ukraine agreed to give up four Eastern regions and drop its NATO Ambitions a NE and let nothing about the end of this war be decided without Ukraine by contrast however yesterday Putin put forward a proposal but we must speak truth he is not calling for negotiations he is calling for surrender while countries like Germany and Finland say the Summit is a first step to Lasting peace it’s not expected to result in a real breakthrough in the absence of Russia and we have our correspondent Rosie Berard in Switzerland with the very latest for us Rosie tell us what leaders have achieved at this Summit so far well it’s a misty morning here high in the Swiss mountains and leaders of course trying to to get some clarity on the way forward but we’re still waiting to hear if they’re going to come up with a declaration and exactly what is going to be in it but I think before we get there we have to really reflect on some of the context here because Russia’s invasion of Ukraine its fulls scale invasion of Ukraine has been a source of division globally not only because it’s had huge Ripple effects we heard some African leaders for example here talking about the impact it had on farmers in the African continent with price clearing for example but also because Russia The Invader the aggressor seen here in Europe certainly has been on a mission to try and convince certainly other parts of the world that it is the victim here now Russia is not present at these talks however 92 countries are so seeing the leaders envoys and ministers representatives of those 92 countries all standing together I think will be seen as some degree of a win for Ukraine of a symbol of diplomatic Unity but it is not the slam dunk that KF was hoping for and that is because there are some quite notable no shows so for example some key diplomatic players from the so-called Global South so for example South Africa India Indonesia Brazil they all chose to either send just diplomatic envoys or ministers instead of their leaders and I think to some extent that will be seen as a snub whether or not this Summit can really move anything forward shifted I will be seen as whether there can be a second another Summit which comes after this in which we might actually see Russia at the table not today indeed we know Kamala Harris has already left the summit so has German Chancellor Olaf Schultz can you tell us who is still there and and what we might expect from them today yeah there’s still a whole host of leaders here and of course Sometimes When leaders leave and they leave their diplomats or envoys to get on with the talks that can be actually when the real nitty-gritty of the negotiations happens I understand that the the countries here are working on a joint declaration so some sort of a text which will likely recall the fundamentals of the United Nations Charter so territorial Integrity but it’s probably going to be quite vague in the terms of language it uses because of course trying to unite this broad Church of more than 90 countries around one goal that’s something which will likely be pretty difficult and of course we’ll have press conferences from the key leaders involved here particularly Ukrainian President Vladimir zilinski I think he will come out strike an optimistic tone as he already has and try to frame this really is a success but of course the success we’ll see down the line whether or not this is as President zalinski says a moment in history when the history of of moving toward peace in Ukraine is finally written   1. During the Roman Empire, no one could be found guilty without presenting their case in a public court. Not even the worst criminal! Here they intend to hold a Peace Summit without convening the interested parties. It's a step backwards for Civilization!!

  2. Zelensky chose war when he decided to pursue NATO membership. Now he wants peace? No, he wants a total surrender from Putin. But how is this possible when so many Russians had died in the process of taking land from Ukraine? BTW, has DW figured out who blew up the Nord Stream pipeline?

  3. We have witnessed yet another form of comedy drama produced by the former comedian, Zelensky. How can a peace be achieved without the belligerent party, Russia who is the biggest stakeholder and decider in any peace negotiations aspect of this war here? Its just a summit of a bunch of tea sip diplomats invited by the comedian 😂

  4. If you ever want to know the way average Russians view the Ukraine war, all you have to do is close your eyes for a moment. Now imagine that California, Florida, or TX were to split away from the US & declared their independence. You do nothing, because you're flat broke & rely on the promise from the Russians not to interfere in its politics & elections & not to bring it into BRICS Military Defense Alliance, but are betrayed by Russia who arms them to the teeth, installs a Russian friendly president(former actor!) & helps them pass new laws discriminating against all Americans within it's borders that don't belong to their political party & support their independence, and even their language English is banned in schools & all the history books are reprinted depicting Americans as bad people, dangerously different, less than honest like all Californians. Are you seeing the picture here yet? Well you better be, because when Putin refers to having to use nukes to settle this matter, quietly ask yourself what the Americans in the scenario you just imagined would have done, and if that would be a bluff or not, because the loss of Ukraine will surely mean the end of Russia as a global superpower, and it would mean the same for you all in America too if the roles were reversed here today, so before you start pooping off on the news gloating that it's all a bluff. It is until it isn't anymore! That would trigger the end of all civilization on Earth. Not any bluff I'm willing to allow my vote to support taking IMO, especially given it's checkered history in the treatment of Russia following the fall of the former U.S.S.R., and the bitter-sweet animosity I'm certain Putin still feels towards the US for all sins against Russia he's convinced himself they're guilt of.

While Chancellor’s Scholz suggestion that Russia could have been represented is courteous, the Germans would have been in the best position to explain as to why this encounter would not lead to peace, unless all Allied Forces of this day agree their interests and positions, and the Russians retreat from Ukrainian territory.. Mr Putin does not appear to be suicidal🙏.

This Summit achieved absolutely nothing I don't see how you can have a peace Summit or any sort of pre-negotiation without all the parties involved present this is nothing more than padding on the back and coddling Ukraine in this complicated Arena unfortunately for Vladimir zalinsky and ukrainians there is never going to be a restoration of Ukraine's borders from 1996 or 2014 the Eastern Frontier is lost forever and whatever an actual tangible peace agreement resembles Ukraine's borders are forever lost

    Ukraine is a relatively young country its borders were always subject to historical interpretation depending on which source you go to but given how many Russians live in eastern Ukraine they don't want to return to rule of Kiev and not to mention many Native ukrainians have fled just as Russia wanted to depopulate the land in repopulated with Russians so I don't see where anyone on the other side of the fence has a serious plan of reclamation

    I don't see how this Summit achieved anything there was a lot of blister and talk and not enough plans for action I don't see this war lasting beyond the next presidential election there will be a ceasefire and the war will come to a conclusion and it would appear to anybody that is outside of the tokenism and arena is a fairy tales Ukraine will not have all of its original territory and Russia will never return it short of a NATO intervention and the last time I looked that was World War III

  8. It was not a peace summit at all, 2 countries Ukraine & Russia are at war & Russia was not invited to attend this summit. So one party at war is not invited how can u expect a peace….

  10. I support for peace talk/negotiations. The peace negotiations between two sides. It can only move forward bilaterally, not unilaterally.
    In other words, neither does Russia, nor Ukraine, can self declare peace without the other. Otherwise, yes, it would only end in one side declare victory or surrender…or permanent gridlock.
    I honestly don’t know if this summit even gets these basic points right at this moment.
