If you did not applied then I would say it is most likely scam. Do not open.
Probably someone mistakenly entered your phone number instead of theirs, or maybe some sort of a scam.
Was the number from where the message was sent visible? Because when I get messages from VSAA, even if I dont have it in contacts, it will show up as VSAA.
