Are they aphids? Just cut off the infected leaves and then you can just crush or scrape off the aphids on other parts of the tree

Does this look like r/appletrees to you?
Its omenankehäärjäkoi and they eat appletree leaves. Just swipe them off with gloves for example. They make your appletree/plumtree more exposed to muumiotauti which makes your apples rot. You also need to collect all leaves and rotten apples from the ground before winter. It takes few years to get rid off the muumiotauti.

Additonally to me looks like the tree have some deases, how do u make it more healthy? What should I do so this foesnt happen every year?

Answering the first question. These are apple Apple Ermines, catepillars that will eventually turn into moths. They are harmful.
