Question regarding German vehicle registration

I found this vehicle with a German export plate somewhere outside of Germany. The plate seems to say OS 151 C and the red band on the right tells that it is an export plate. I came back home a few hours later and I am trying to find info about the German plate but it's under the firewall of "Enter the VIN number". I only know the vehicle plate. To make sure it's a German plate and not a Blahblahblahlandic plate, I searched Wikipedia for German license plates, and found out that the German export vehicle registration plate is in the same format as this plate. How do I find the detailed info about the vehicle, like VIN number, the owner, etc. if I only have this picture and the vehicle plate OS 151 C? I searched every site that I could for this purpose, but none have any way of finding vehicle info by German plate (let alone export plates). It doesn't matter if this website would require payment for the document or not. This picture clearly demonstrates the vehicle I am talking about.
