At least he is not a military aged male, although I presume he is unvetted.
Hate to say it but this wasn’t just a physical assault, it was also a sexual assault, he should be on the sex offenders list for this, there was absolutely no need to get a 13 year old girl to lower her trousers and be bent over and beaten with a plastic pipe, he should have gotten a severe custodial sentence and be supervised around children,
