The word “claim” suggests uncertainty.

If that is a pic of the Pantsir in question, it has a large “Z” emblazoned across the front, so it is clearly a Russian armament. If Russia claims to have destroyed it, then they are firing on their own forces (not unheard of in this war), because Ukraine does NOT possess any such AA systems.
Maybe the author intended to say Ukraine ‘claims’ … Otherwise the headline makes no sense at all.
