It‘s an opening to clean out the soot from the chimney.
Access “hatch” for your chimney, in case someone needs to clean it or otherwise be able to take a look into the shaft.
If you remove the stone you can access the bottom of your chimney to remove ash.
That water is rainwater mixed with ash.
A door to clean the chimney.
Memories of my grandmothers house incoming 🫶. It also had this special smell of coal and wood when the chimney cleaners came.
