1. So if these states opt out of a federal program can the federal government opt out on whatever they feel like opting out on for state funding? These Republican states need to stop fighting the government and help the citizens that these programs help.

2. The ruling is the same ole, same ole.

   It would seem that the executive branch is trying to do what the legislative branch is empowered to do.
