Since COVID, their offices are open only for appointments but at least their postal boxes were functional.
I guess since they do not want retail customers, they do not want to receive anything physical as well.
I guess the only way to contact them now is their old-new application. I am curious of the legality of any signed document sent this way…

Electronic signature is valid in Luxembourg. But you can also send them stuff to the registered address. It might be postbox though, so you will need a stamp in that case
